The scissor crisis was an increase in manufactured goods and decrease in agricultural goods, producing a scissor-like shape on a graph.

Why?

This crisis was as a result of NEP, as food began to flood into cities - prices started of agricultural goods started to drop whilst the prices of industrial goods rose as there was still short supply.

This resulted in a problematic imbalance because it resulted in peasants being reluctant to supply food.

Management

The crisis was largely diverted as the government took action to bring industrial prices down and took peasant tax in cash, rather than kind, to encourage selling produce.

This was assisted by the industry making steady progress to reach levels of 1913 by 1926.
